What is Rise Independence Community?

Rise Independence Community (RISE) is a nonprofit organization dedicated to creating affordable, sustainable housingand inclusive community opportunities for adults with developmental disabilities. We’re building a place where individuals can thrive, belong, and live meaningful, independent lives with the right supports in place.

Why is RISE needed?

Across California, adults with intellectual and developmental disabilities (I/DD) face a severe housing crisis. Most live at home with aging parents, and very few affordable, accessible housing options exist. RISE was created by families who saw this gap firsthand and decided to take action—so that independence doesn’t have to mean isolation.

Who can live at RISE?

RISE will serve adults with I/DD who want to live independently or semi-independently, with the supports they choose through programs like the Self-Determination Program (SDP) or other community services. Each resident will have the freedom to design their own supports, routines, and meaningful days.

Are you a service provider or a day program?

No—RISE is not a service provider and not a day program. Instead, we’re creating the community infrastructure where individuals can live safely, socialize, and access supports through their chosen providers. Think of it as a neighborhood designed for inclusion, not a program with fixed schedules.

Where will RISE be located?

We are currently working to secure land in Placer County, California, close to healthcare, public transportation, shopping, and recreation. The property will be walkable, safe, and designed to support connection and independence.

What will the community include?

Our vision includes:

  • Affordable, accessible apartments or duplexes

  • Shared community spaces for classes, events, and gatherings

  • Integrated supports for health, safety, and social connection

  • Opportunities for both residents and community members to participate

How will residents be supported?

Each resident will design their own person-centered plan and choose their staff or agencies for support—whether through ILS, Supported Living, Tailored Day Services, or other programs. RISE provides the setting and community framework, not the direct services.

When will housing be available?

We are currently in the planning and fundraising stage. Our goal is to secure land and begin development within the next few years. Sign up for updates to be among the first to know when applications open.

How can I get involved?

There are many ways to be part of RISE:

  • Join a committee (Fundraising, Housing & Development, Policy & Advocacy, or Community Engagement)

  • Volunteer your expertise in finance, construction, or marketing

  • Donate to help us purchase land and begin development

  • Spread the word to families, local leaders, and potential partners

How are donations used?

100% of donations go directly toward advancing the mission—supporting planning, land development, and outreach efforts to make inclusive housing a reality. RISE is a registered nonprofit (pending), and all donations are tax-deductible.

Can parents or caregivers get involved?

Absolutely. Family members are the driving force behind RISE. Parents, siblings, and caregivers can volunteer, serve on committees, and help shape the vision. Together, we can build a community that meets the needs of adults with disabilities and their families.
